Actually, the flag is a prototype of what a possible future national flag would look like. In the imagery of Aten, during Akhenaten's reign there was no set number of rays coming down from Aten. The eye in the sun disk represents the all seeing eye of Horus. A future flag may or may not include the eye in some form or variant.
